Who can purchase Europe Rail Passes & Tickets?
You can purchase Eurail Passes and Tickets as long as you are not a permanent resident of:
any European country, Russian Federation, Turkey, Morocco, Algeria, Tunisia.
If you're a resident of those places, something you can look into is Interrailing, which is similar to the Eurail stuff as far as getting passes and tickets and what-not.
Otherwise, if you need to sort out railpasses and tickets I'll just fire up the shameless plug machine and note that you can get them here:
